The business operates as part of the Star of 89 development, which also includes The Giftery boutique store, and was established by three cousin pairs: Wendee and Scott Graham, Chad and Bethany Packard, and Owen and Aimee Packard. Since opening, Swirl has become a popular community destination, known for its friendly service and welcoming atmosphere.
